The Welshpool Business Enterprise Centre (Inc) was officially opened on 14th October 1993. It was the first purposely built incubator in Australia and the second to be established in Western Australia.

WBEC was awarded an Australian Design Mark Award in 1995 for its design of providing an environment to encourage and support new small business in their formative years.

The first of the buildings included 2 office blocks (consisting of 16 units, 2 workshop blocks (6 units), and the Cafe. Another 3 workshop units were added two years later, together with a training/conference room "The Learning Exchange".

In 1998 an additional office block was built with 3 large office units, a training room, together with 3 larger workshop units. These new workshops each include a mezzanine floor for storage.
